The Challenge

When communication failed between U.S. coordinators and the host country's Ministry of Interior, operational movement stalled, creating risk to mission timelines, intelligence collection, and broader diplomatic objectives.

All actions were conducted at a high level, with strict adherence to classification boundaries and diplomatic protocols.

The Results

In best-case scenarios where relationships were already established, required documentation and approvals were secured in a matter of days, allowing same-day movement once signed. In more complex environments, approvals were obtained within weeks—still significantly faster than prior attempts.

U.S. operations resumed without foreign interference, intelligence collection objectives were met, and both U.S. and host-nation stakeholders expressed satisfaction with the mediation process. Most importantly, durable relationships were established to support future operations and reduce friction going forward.
